The UK and US have concluded a major commercial pact that will guarantee zero duties on UK pharmaceutical exports being sold in the American market.

The Terms of the Deal

Under the terms of the agreement, the UK has agreed to raise spending on pharmaceuticals through the National Health Service (NHS). This commitment ensures that tariffs on these key goods will be held at nothing for a period of the next three years.

This agreement follows previous threats to dramatically increase duties on patented drug imports, with increases mentioned reaching double the cost.

"This arrangement with the United Kingdom strengthens the worldwide climate for new treatments and establishes much-needed fairness to U.S.–U.K. medicine commerce," an announcement said.

Economic Impact

Drugs constitute one of the the United Kingdom's biggest goods shipped to the US, which is clearly the largest destination for major British pharmaceutical firms.

Export figures show that in the 12 months prior to the third quarter, the UK shipped pharmaceutical products worth £11.1bn to the US. This value accounted for a significant portion of all goods exports in that period.

"This deal secures work, increases funding and sets the stage for the UK to establish itself as a worldwide center for life sciences," a minister remarked.

Specific British Pledges

The agreement involves several specific changes from the British government:

  • Price Threshold Increase: The UK will increase the cost ceiling at which it judges new medicines to be too expensive by a quarter.
  • Higher Drug Budget: There is a aim to raise overall health service expenditure on treatments from 0.3 percent of GDP to 0.6 percent over the following ten-year period.
  • Payback Limit: The sum pharmaceutical firms must pay back to the NHS to stay within budget will be restricted at fifteen percent. Previously, refunds were more than twenty percent.

Broader Context

The pact takes place against a ongoing dispute between the sector and the ministers over medicine costs and approval rates.

This friction were heightened by arguments that American customers were paying several times more for the equivalent treatments than consumers in the other developed nations.

Recently, several major drug company projects in the UK have been halted or abandoned, while substantial expansions have been announced toward projects in the United States.

A senior figure acknowledged that the NHS must invest a greater share on treatments, noting that its spending on drugs had shrunk as a share of its overall budget over the last ten years.
